He knew he had pooched her investigation. He had to balance his partisan vigilantism by pretending to go after Hillary.
He ambushed Trump while “investigators,” goodfella Dems all, gave immunity to Clinton’s perps before their interviews.

He was forced to because all those emails showed up on Weiner’s computer and were being read by the NY police. One policeman was prepared to go public regarding the contents if it was not pursued by the Fed’s. Interestingly he has disappeared (suicide, I believe) as has one of his colleagues who had also had access to the emails. This is nothing more than a heads up to Comey on what type of public and legal defense he will require. The IG report only leaks if the author wants it to leak. Each individual working on the report and given opportunity to review the parts relevant to them sign a non-disclosure with very severe consequences when ignored. Horowitz is part of the problem. We’ve seen that in every previous report he’s filed.
Comey is now huddling with counsel putting together a heroic story of how he truly believed that Trump was a Russian agent requiring unprecedented eyes on investigation. He’ll already have 50% of any jury pool supporting that. He has the Federal Prosecutor of DC in his corner (who has already let off the Anwans, Wolfe, and McCabe) . Nothing shall come of this. It’s over. All of it.
Personally, I don’t think they will ever declassify anything of significance either.
Comey is already preparing his, oops I was wrong, no biggie, nobody’s perfect routine without explaining why he went rogue.

But it doesn’t matter. The one person who can indict Comey is Jessie K. Liu. So far, she let off the Anwan family with a slap on the wrist. She refused to file obvious charges against James Wolfe relative to releasing protected information to four specific journalists (the release was the unredacted Class 1 FISA App.). Andy McCabe was recommended for indictment nearly 2 years ago by the Congressional Committee, and is out promoting a book, so the DOJ (Liu) outright refused to do it.
If you look a little closer, Bob Barr actually recommended her for a promotion to the #3 position at the DOJ. He personally nominated her. She refused the position. Why? Because she would have lost control of the gate on who gets indicted and which witnesses get pressured. That one position is the “gatekeeper.” As long as Liu controls it no one is going to face any significant charges relative to this whole matter.
Sessions did a bit of deception to prolong the status quo. He let slip off the cuff in an interview that he assigned John Huber to investigate and prosecute from a location in the Southwest. It was orchestrated. And, it worked, because the Congressional Committee accepted this as a positive step. But, as we found out later, Huber did absolutely nothing. It was nothing more than a stall. It was wrongly accepted as a way to circumvent Liu’s stranglehold in DC. Huber was, merely, another gatekeeper; a misdirection.
Only way any significant charges are applied with significant and deserved penalties is if they move to a military tribunal…which would set off the “outraged” Left like you’ve never seen. So they won’t do it.
Addendum: Think about the absolute “immunity” that they have been giving ANTIFA. It makes no sense whatsoever that they should be given free reign to injure, damage and threaten with minimal consequences. They break the law with impunity right in front of law enforcement and are given a pass. The media, not only, gives them a pass. They give them legitimacy and accolades.
