Did you ever think that the memo was supposed to contain NOT but some mandirin purposely deleted it from the original draft when typing it up and thats why it was inserted back in?

Spike, the federal bureaucracy is a septic tank of liberal supporters. The Harper-hate I get from my colleagues at work is simply sickening – and we’re talking senior managers here (mostly women too). This would be far from the first time senior bureaucrats deliberately flout direction from conserative ministers, or make sure conservative ministers look bad. Always keep in mind that the elected ones do not run this country – the unelected mandarins do, and they know it only too well, and they’re liberals to the core. Want to clean up government? Start by firing half of the deputy ministers and other senior executives. Would certainly increase efficiency and reduce cost.
