   Unless Congress defunds the Administration he will rule through executive order. The over-funded, over-staffed, over-paid, over-empowered federal agencies are more than happy to carry out the King’s edicts. These are the folks that should have been sent home, laid off, cut back etc if Congress had followed leaders like Bachmann and held the debt ceiling.
