Compliance Costs

If I were a Minnesotan, supposedly I would sleep at lot easier at night knowing that the state was ready to protect me from all those unscrupulous house painters out there.

The legislation, which was posted online February 15, would restrict the “sale of certain solvent-based paint materials to licensees; [establish] a paint contractor board; [and require] licensing for paint contractors and journeyworker painters.”

So regardless of their motivations, Minnesota lawmakers are at best offering an immoral “solution” to a problem that doesn’t exist. At worst, they are weaponizing the law to benefit special interests.

    A wealthy suburban liberal lawmaker got scammed by a crew of immigrant house painters when she tried to save a few bucks.

    The Libranos are about to propose, not regulation but, a ban on portable heaters. There have been 12 injuries since 2011.

    Ontario’s College of Trades was a similar scam.
    Our licenses costs more than doubled. Many have multiple trade Certs and pay even more.

    They started making Barbers get a license.

  4. There are nearly 30 Sherwin-Williams Paint Stores in the state of Minnesota. Such a law would just wipe them all out. Do you think the politicians thought this one all the way through? Paint is a big seller for Lowes, Home Depot etc.

    How do they enforce this? First they need probable cause to suggest you painted something. Then they need a warrant to enter the premises. Then they need to somehow determine that you, the homeowner, did the painting ( a fact you are not obligated to provide).

    This is a special category of dumb.

  5. If tree huggers hadn’t ruined paint, as well as glue, caulking, and everything else, maybe something would stay painted, and not require repainting every couple of years. Even many years ago, the “20 year guarantee” paint that I used would have the primed siding showing through, not peeling, just faded to the point of primer showing through, requiring a repaint every 4 years.

    Next up, you can’t mow your own lawn unless you are a licensed lawnmower operator.

    After that you’ll need to have a special license with 100 hours of classroom training to operate a garage door opener.

    I foresee a booming business in counterfeit painter’s licenses. What? Do you think Lowes, Home Depot, or Sherwin Williams are going to verify each license shown? “Hey. Every customer we sell to has shown us their license. We obey the law.”

    Heck. The paint sellers may get creative and lobby to license the painters after one of their weekend 1-hour seminars.

  7. Only one pail of paint per licensed paint stakeholder per month. No straw purchases. Licensed paint dealers must conduct paint buy checks with the Minnesota State Polizi Paint Control Agency. 3 day waiting period. Paint must be stored in a locked container.
