It’s not that they can block X in Brazil, it’s that they threatened to heavily fine any Brazilians who access X from within Brazil, so the more if us who VPN as if we are in Brazil the harder it will be for them to find and persecute Brazilians.

I’m not a computer Geek. Can someone explain how the whole VPN works and why is it effective in this case.
I used a Virtual Private Network connection to the company server while working from home during cofefe. It’s a secure connection between the host and a client.

A (V)irtual (P)rivate (N)etwork is a form of communications encryption where your laptop or phone creates a secure, encrypted connection to a VPN server somewhere else in the world. Any Internet traffic from your phone/laptop goes through the encrypted connection to the server and then out to the public Internet. To anyone observing, it looks like your traffic is coming from the server, not wherever your phone/laptop is.
In this case, it allows Brazilians to post on X by making it appear that they are posting from another country. It also allows other people to appear that they are posting on X from a location in Brazil (by connecting to a VPN server that is located in Brazil). Both of these make it difficult for the Brazilian authorities to determine who in Brazil is actually violating these ridiculous orders.
